Governance
The Scientific Director (Philippe Archambault) is appointed by the Board of Directors to provide scientific leadership and strategic direction to the network. They are ex-officio voting members of the Board of Directors and the Research Management Committee (RMC). They also chair the RMC.
As Chief Operating Officer, the Executive Director (Christine Barnard) provides the leadership and direction for all network operations and ensures control and accountability on a day-to-day basis. The Executive Director is an ex-officio, non-voting member of the Board of Directors, the RMC and Inuit Research Management Committee (IRMC).
The Board of Directors (BOD) is responsible for the overall governance of the network and acts in accordance with the bylaws of ArcticNet Inc. A majority of Board members are senior officials of organizations other than Participating Institutions, coming from Inuit organizations, government and industry. Subcommittees of the BOD include the Executive Committee and the Audit & Finance Committee.
The Research Management Committee (RMC) manages the research program and assures ongoing assessment of all projects to provide recommendations to the BOD regarding research priorities and budget allocations.
The Inuit Research Management Committee (IRMC) provides guidance, recommendations and direction to the BOD related to Inuit research needs and priorities, policy development, and research activities. The IRMC leads all stages of the North-by-North program development and implementation with specific responsibility for the Inuit Qaujisarnirmut Pilirijjutit.
The Inuit Research Advisors help facilitate research in each of the four Inuit Land Claim regions of the Canadian Arctic.
The Territorial Advisory Committee (TAC) provides guidance and recommendations related to needs and priorities of the Northern post-secondary institutions and the territories with regards to strategic planning, research needs/gaps, input of traditional knowledge, community involvement, training and education. The members are actively involved in the North-by-North Program, specifically the Northern Research Leaders Program.
Acting under the direction of the Executive Director, ArcticNet’s Administrative Centre is located on the campus of Université Laval in Québec City, Québec, Canada and is comprised of the administrative offices of the network and includes its staff and equipment. Staff also operate out of the University of Ottawa, Ottawa, Canada. The Administrative Centre is responsible for the daily operations of ArcticNet.
ArcticNet is committed to fostering a safe environment at all its events. The ArcticNet Code of Conduct applies to attendees of in-person and online ArcticNet events, including the Annual Scientific Meeting.
